Can we have a MASTER page so common things like header and footers and logos and contact information etc can be designed once, in the positions we want, so then they appear on every page we create. Maybe this could be a software enhancement so all the old templates don't need to be changed.

A good web page has a common look from page to page, and the same text style and style and same positions of the information on every page. I presume that is why to provide template layouts.
However it would be useful if we could have a 'master page' rather than a 'master footer area'. This Master page would probably quicker for you to implement than a footer area alone, and it would save you a lot of time changing all the templates.
It would work like this. I create and customize a layout of tables for my first page, including my footer area at the bottom. I then call that page MASTER LAYOUT
Then I create 5 blank pages and I copy and paste my Master page into all of the blank pages, and this has all the common parts like contact us, extra Logo pictures, table elements and borders and ipsum lorium sample text in my HEADING and body for each table so it retains the font size and font color etc etc.
and at the bottom of the page there is a table for all the common links to all the other "common parts" such as, contact us, site map privacy policy etc. (you would need to create a single page with contact us, site map, privacy policy with bookmarks at each heading so the links are all set - you don't need to put the actual text in as its only the bookmarks that you need, so the links work on every page)
Currently I have my Master page saved as an internal page with no link to it, (actually I have Master 1 and Master 2 master 2 for the alternative layout)
I Hope this helps people who want a consistent look, but end up with inconsistency because there is no way to SAVE a master layout (unless you use my work around and save it as an internal page, and open the Master page, and copy the page (Ctrl C) then open a new blank page and past the master page (Ctrl V) it into it.)
Ideally when creating a NEW PAGE you should be asked if you want to create a master page, or select a master page from a template, or duplicate the first page -copying all the elements (which you have already created)
Obviously if you have footer table in the MASTER page, the links to site map, contact us, and privacy policy will automatically be duplicated on all pages. I think that would be the best way to achieve a professional and easy website without having to change all your templates individually just for a footer.
